first online training on the Handbook on SK Financial Transactions CONDUCTED

City of San Fernando, Pampanga – The Commission on Audit Regional Office No. III conducted its pilot Online Training on the Handbook on the Financial Transactions of the Sangguniang Kabataan (HFTSK) on March 21-29, 2022 via the Cisco Webex platform.

 A total of 92 SK officials from different barangays of the City of Malolos, Bulacan participated in the webinar conducted by the Regional Training Unit. The Training Management Team (TMT) was composed of five Resource Persons, namely: Ms. Normita S. Busangilan, State Auditor IV; Atty. Abraham D. Basilio, State Auditor III; Mr. Richard C. Yamsuan, State Auditor III; Mr. Rusty A, Facun, State Auditor III; and Ms. Jhoanna A. Agrabio, State Auditor II while Ms. Riza P. Siron, was the LMS Coordinator and Engr. Edgie V. Polintan was the Technical Assistant.

The course began with a techno-run session, which included a brief discussion of how to use online tools such as Cisco Webex, Google Classroom, Google Forms, Slido, and other online polling and quizzes. It was followed by the webinar proper covering the specific rules, policies and procedures relating to the proper accounting, monitoring and documentation of the SK financial transactions, including SK budget, receipts/collections and deposits of SK Funds, disbursements/payments of SK Funds, supplies and materials, and property and equipment, and the SK financial statements and other reports.

The Online Training employs a mix of synchronous and asynchronous learning methodologies. During the synchronous sessions, resource persons and participants meet via virtual classrooms and discuss the session proper with at least three to four hours of interaction. While for the asynchronous sessions, participants are grouped among themselves and are assigned with workshops to work with and to be presented during the synchronous sessions the next day.

With its exclusive authority to promulgate government accounting and auditing rules and regulations, the Commission issued COA Circular No. 2020-003 dated 28 January 2020 prescribing the use of the HFTSK. The Commission believes that the youth has an essential role in nation building and therefore recognizes the need to capacitate the youth on governing accounting policies and procedures relative to the proper recording and reporting of the funds entrusted to them.

The week-long training was capped off with a closing program wherein the most participative SK officials were recognized and with closing remarks delivered by the Provincial Auditor of Bulacan, Ms. Elsa SB. Puno.
